isto só acontece quando tentamos abrir uma janela de uma vm a partir do interface web de um host distinto daquele onde a vm corre:
LC_PVE_TICKET not set, VNC proxy without password is forbidden
TASK ERROR: Failed to run vncproxy.
temos que verificar se a linha SendEnv LANG LC_* está ativa em /etc/ssh/ssh_config e /etc/ssh/sshd_config.
